Reporting to the Senior Director of Strategy, Measurement and Learning (SML), the Monitoring, Evaluation, and Learning Manager (MEL) will work within the SML department to manage efforts to accelerate a “step change” in internal and external evaluation of Health Leads strategy and programmatic outcomes and impact.

The Strategy, Measurement & Learning (SML) department ensures Health Leads is equipped to understand if its work is contributing to the short and longer-term positive changes the organization intends to make in the world. The team also fosters a culture of learning and accountability, where programmatic and organizational strategies and plans are evidence-driven. The SML team is also an institutional resource, ensuring that Health Leads teams are meeting internal and external standards for good practices in strategy design, planning, monitoring, evaluation, and learning.

Over the next 5 years, the SML team will accelerate a “step change” in strategy development, planning, monitoring and evaluation practices and culture at Health Leads to enhance programmatic effectiveness and demonstrate impact. The specific goals of the step change are to have:

  • Robust, evidence- based Vision of Success (VoS) for programs, initiatives and projects that are easily accessible for staff and partners, and facilitate shared understanding and learnings
  • Health Leads results that are easily verifiable, where contribution is well understood and Health Leads commitment to address health inequalities is reflected in the results
  • Actionable analytics that ensure easy access to insights from activity monitoring, outcomes, and impact data that are easily accessible
  • Intentional pause and reflect cycles to review VoSs and M&E data, discuss the learnings and changes needed to achieve programmatic and organizational Vision of Success
  • Sufficient SML specialist capacity in every Health Leads core thematic area to support timely, evidence-based, adaptive management
  • Iterative cycles of evaluation that support ongoing reflection and learning, systemization and publication of lessons learned
  • This position works closely with initiatives, projects, and program managers, directors, staff and partners to ensure design, implementation, and continuous improvement of a coherent, comprehensive and right-fit MEL system at Health Leads. The MEL will ensure that lessons learned and experiences are shared across various internal and external stakeholder groups, and used to improve strategic, operational and programmatic efforts.
