There are over 140 human subjects research protocols opened at the Providence VA, many of which are complex, multi-institutional intervention studies and span across clinical, translational, health services rehabilitation and biomedical research programs. This position serves as the Clinical and Translational Research Program Manager and leads program management for Research Service and all affiliated/collaborative projects that fall under research. This position is a critical operational link between administrative and scientific functions and works with the Service Chief and Director of Research Operations to review and develop policies and procedures, systems and performance improvements that ensure quality assurance of the program, the integrity of scientific data, uniformity of methods and reporting of program operations and deliverables.

  • Performs duties in the clinical and translational research methodology and program evaluation to develop, implement, and analyze local, regional, and national research initiatives designed to improve health care
  • Reviews and evaluates research proposals to provide guidance regarding relevance and significance to sponsors’ priorities, assessing the value of projects’ objectives to the agencies mission
  • Provides collaboration for research design, statistical analysis, data management, regulatory, technical, education and administrative coordination for clinical trials involving various scientific areas of research conducted to improve the health and care of patients
  • Works with the Institutional Review Board (IRB) to provide guidance and oversight of IRB submissions, ensuring compliance with research regulations and adherence to protocols
  • Performs various supervisory duties that include assigning work to subordinates, evaluate work performance, provide advice, counsel or instructions to employees, identify and arranges for development and training needs and developing performance standards
  • Determines appropriate grant/trial costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors
  • Performs other duties as assigned

BASIC EDUCATION REQUIREMENT: Successfully completed a bachelor’s or higher degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. This degree must be from an educational program from an accrediting body recognized by the US Department of education at the time the degree was obtained. (Transcripts Required)

In addition to meeting the Basic Education Requirement, applicants must also possess specialized experience and/or education as indicated below, in order to qualify for this position at the GS-12 grade level.

Specialized Experience: Must possess one (1) year of specialized experience equipped with the knowledge, skills and abilities to successfully perform the duties of the Supervisory Health Science Specialist position. This experience must have been equivalent to at least the GS-11 grade level in the Federal service. Specialized experience includes: possessing working experience in the clinical and translational research methodology and program evaluation to develop, implement, and analyze local, regional, and national research initiatives designed to improve health care; reviews and evaluates research proposals to provide guidance regarding relevance and significance to sponsors’ priorities, assessing the value of projects’ objectives to the agencies mission; working experience providing collaboration for research design, statistical analysis, data management, regulatory, technical, education and administrative coordination for clinical trials involving various scientific areas of research conducted to improve the health and care of patients; working experience with the Institutional Review Board (IRB) to provide guidance and oversight of IRB submissions, ensuring compliance with research regulations and adherence to protocols; and performing various supervisory duties (i.e., assigning work to subordinates, evaluating work performance, providing advice, counsel or instructions to employees, identifying and arranging for development and training needs, developing performance standards, etc.). (This experience must be documented in your resume.)

Education: Must possess a Ph. D or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the position. (Transcripts Required)
