This Health Services Consultant 4 position supports the mission of the Division of Prevention and Community Health (PCH) by advancing policy objectives related to the implementation of the 988 Suicide & Crisis Lifeline. This includes aligning implementation with the federal requirements and informing strategic policy recommendations to meet the requirements of state mandates related to 988 and behavioral health.
This position serves as senior policy analyst reporting to the Director of Policy & Legislative Relations for PCH. This HSC 4 position provides expert policy planning and development and leads policy work for 988-related projects.
Duties you will be responsible for include, and are not limited to:
- Supporting the policy goals of the division by providing expert policy recommendations on the implementation of state and federal mandates regarding 988 and supporting collaboration across state agencies and various 988 committees.
- Serving as the senior analyst for policy development for 988 programming by working closely with the division policy team, and leadership including the assistant secretary, office director, section managers, Office of Innovation and Technology and staff.
- Reviewing, analyzing, reporting on, and tracking proposed legislation, rules, fiscal proposals, and other policy actions that impact multiple stakeholders in the specific program area.
- Developing proposals, legislation, and supporting documents that solve problems, or meet other program needs.
- Leading in coordination with the Policy and Rules Manager and associated teams, the development of 988-related rulemaking requirements as set in state statute.
- Collaborating with internal and external partners, and other interested parties to amend existing public health regulations pertaining to 988 and to seek input into policy development, meet customer service needs, and ensure understanding of various perspectives
- Developing plans and works closely with equity and Tribal relations team on tribal engagement and consultation, as required.
- Facilitating trauma-informed listening sessions and workshops, and expanding community engagement strategies, as required.
